I never realized that you charged me 23$ to unlock my cell phone as a pre order payment and another 75$ for final payment.

You didn't realize it because officialsimunlock.com didnt want you to realize it, at least until after they reeled you in with a first "prepayment".

This is what they do. And from what I have discovered, your phone won't be unlocked after payment. They just hope you go away after getting bored.
